What is the Second Local Transport Plan?

The Second Local Transport Plan is our Transport Strategy and Action Plan for the next 5 year period (2006/07 – 2010/11). It explains how we will address our Transport Shared Priorities, which are:

  • Tackling congestion
  • Addressing accessibility
  • Better road safety
  • Improving air quality and respecting other quality of life issues

It also sets out our longer term vision of what local transport will look like in the future and identifies how local transport plays a key role in supporting the transformation of South Yorkshire.

The plan covers the whole of South Yorkshire, which has an area of 1,552 km2 and is home to over 1.2 million residents.

It has been prepared as a joint plan by the four Councils in South Yorkshire (Barnsley, Doncaster and Rotherham Metropolitan Borough Councils and Sheffield City Council) and the Passenger Transport Executive.

It provides the evidence that supports our analysis of the problems and challenges that we are up against; and identifies best value for money solutions to transport problems.

In addition, LTP2:

  • Sets out why local transport policy is important to other aspects of our lives, including education, health, leisure, jobs, economic development, environmental issues and land use.
  • Explains how transport supports our long term vision to transform the local economy.
  • Sets out a strategy that defines how we will improve our local transport network over the next 5 years.
  • Explains the targets and indicators against which we will measure our progress up to 2011.

 

Why do we need a Local Transport Plan?

Transport affects our daily lives and contributes to our quality of life. How we move around to get to work, do our shopping, go to school or college, access leisure and visit our friends and relatives affects us and our ability to take part in everything that we need to for a full life.

Over the next 5 years, more people in South Yorkshire are expected to become car owners. This is because more jobs are being created and average income will rise. As more of us become car owners, this will have an effect on our roads and on our environment.

A local transport plan helps us address this problem and ensures that there are alternatives to using a car for everyone, including car owners.

Congestion is growing in South Yorkshire and at the same time, the number of people using buses is falling. Our forecasts are that even when the LTP strategy has been put in place, congestion may increase by as much as 12.5% by 2010. Without the LTP, this figure would be much worse.

Maximising everyone’s ability to access services and opportunities within South Yorkshire is a very important aim of the plan. We will be identifying those communities whose accessibility can be improved

Increased traffic might lead to worse air quality and poorer road safety. The plan will help address this.

 

Where do we want to be in the future?

LTP2 explains our strategy until 2011 but we are also looking into the future.

By 2025, the vision for the 'Sheffield City Region' is that we will have created "a pivotal international business location and one of the most successful city regions in the North of England.

 

What are our longer term transport ambitions?

Our key ambitions for local transport are to:

  • Identify how better transport can improve everyone’s quality of life.
  • Continue to improve both our internal and external links.
  • Sustain excellent road, rail and air links to South Yorkshire.
  • Build on the county’s relatively strong position on the motorway network.
  • Develop high quality public transport connections that link the 4 main urban centres and the new international Robin Hood Airport Doncaster Sheffield (RHADS).
  • Develop a high quality public transport service giving good access to all jobs and services.
  • Build a road network in good condition, managed and enhanced in conjunction with sensible car parking policies and other appropriate demand management measures to maximise the use of existing road space, minimise congestion and facilitate the free movement of goods.
  • Create a well maintained transport system which improves air quality and reduced energy consumption.
  • Encourage cycling and walking and smarter travel choices.

LTP2 provides the first 5 years of progress towards that vision.
